Pennsylvania Bar Association

Philadelphia divorce attorney William J. Phelan was recently named Co-Vice Chair of the Pennsylvania Bar Association’s Disability Services Committee for 2019-2020.

The Disability Services Committee has approximately 70 member lawyers who practice throughout the Commonwealth. The committee’s goal is to ensure that individuals with disabilities have equal access to legal representation.

The committee actively reviews legal issues and legislation affecting individuals with disabilities and, when appropriate, drafts and recommends resolutions to the Pennsylvania Bar Association Board of Governors.

The committee, together with the Pennsylvania Bar Association, has been instrumental in establishing a lawyer referral panel to provide legal representation to clients with disabilities in a wide array of legal matters and has established the Sign Language Interpreter Fund (SLIF). The SLIF helps to ensure communications between lawyers and their deaf or hard of hearing clients. The fund is a benefit to PBA members that helps them to meet the requirements of the Americans with Disabilities Act.

Mr. Phelan is also an Executive Board Member of the Doris Jonas Freed Matrimonial American Inn of Court and a member of the District of Columbia Bar Association and the Brehon Law Society.

He has received numerous awards throughout his career. He was recognized as a Pennsylvania and Washington, D.C. Rising Star in family law by Super Lawyers from 2014 to 2017. In 2016, the American Institute of Family Law Attorneys named him one of the 10 Best Family Law Attorneys for Client Satisfaction in Pennsylvania and he was named one of the National Academy of Family Law Attorneys’ Top 10 Under 40 for Pennsylvania. He has previously been named to The National Advocates Top 100 List and has received the Distinguished Lawyer Designation from the Expert Network.
